Indonesian Statement for GO-NGO Forum Bangkok 7-9 September 2006. I. INTRODUCTION As the last century drew to a close, general social welfare conditions enjoyed by ASEAN nation communities were still relatively low. These sub-par circumstances were compounded by a socio-economic crisis that hit during the last years of that century, especially in Indonesia where a long term crisis became highly complex. The crisis, not entirely fueled by internal factors, was compounded by ever-tightening competition in an era of broadening globalization. These environs helped generate national problems that proved extremely difficult to resolve. One of these - not only affecting Indonesia - as touched on in the 32nd International Conference on Social Welfare in Brazil last month, was broadening social divisions between community groups.
